Who must apply for coverage under this permit?
North Carolina has 20 different industrial activity general permits. How do I apply for permit coverage?

Can I get an exemption from the permit?
You may get an exemption from the permit if your industrial activities are identified in 40 CFR 112.26 (b) (14) (i)-(ix) or (xi) and if you can certify that there is no exposure at the industrial facility. If your facility is eligible to submit for an exemption, complete, sign and submit a No Exposure Certification (NEC) form.

What happens if my sample results are above benchmark or limits?
North Carolina has a tier-system for dealing with exceeding benchmark values. In the majority of North Carolina general permits, there are three tiers. You fall into Tier One when you exceed a benchmark the first time, Tier Two when two consecutive monitoring periods are exceeding for the same benchmark, and Tier Three when four consecutive monitoring periods are exceeding for the same benchmark. How often do I need to perform inspections?
How often you will need to perform inspections will be based on what general permit you fall under. The majority of general permits require qualitative monitoring visual inspections and facility inspections which are performed semi-annually (January to June; July to December). What do I inspect?
The majority of general permits require qualitative monitoring visual inspections and facility inspections. Visual inspections require you to inspect each stormwater outfall for any out of the ordinary discharge characteristics such as:
- colors
- odors
- clarity
- floating solids
- suspended solids
- foam
- oil sheen
- erosion or deposition at the outfall
- other indicators of stormwater pollution
Facility inspections require you to inspect the following:
- stormwater control systems
- all on-site and adjacent surface waters and wetlands
- industrial activity areas
- all drainage features and structures
- existing structural best management practices (BMPs)
- material handling areas
